– To lose these trees means to lose what makes it somewhat livable here. Except for the staff, of course, who do a great job. For the past month, Birgit Aadland has been bidding in Bogane’s bukollektiv in Gauselv\u00e5gen in Stavanger. A total of 22 people live here in their own supervisory housing. A cannula passes through the trachea to Aadland which helps with breathing, and she therefore needs supervision around the clock. The forest and the terrace with the afternoon sun have our important bright spots in her new four days. But outside the window, the excavators tear down the forest to build a road that will run along the house wall where Aadland lives. The lease at the institution had only a good reputation for the development of the bus route. On the other hand, they knew nothing about the cul-de-sac that would run straight through their forest. When the road plans reached them, it was too late to come up with input. Stavanger Health and Welfare was notified that the planning work had been started, and that the plan proposal had been sent out for consultation. Registered landowners and moorings in the planning area, and as far as possible other licensees in the planning area as well as neighbors to the planning area, shall, when they are directly affected, be notified in an appropriate manner that the planning work is taken up. Section 12-10 of the Planning and Building Act: Proposals for zoning plans are sent for consultation and submitted for public inspection. The plan proposal is made available through electronic media. Registered landowners and moorers and, as far as possible, other licensees in the planning area as well as neighbors shall, when they are directly affected, be notified in an appropriate manner of proposed zoning plans with information on where they are available. Although the zoning plan was ready in October 2020, Hinna and Hillev\u00e5g’s home-based services were first notified in May this year – a week before logging was to begin. Photo: Kristina Kassab Liland \/ news Operations manager Hildegunn T\u00f8nnessen and her employees asked for a meeting with the project manager in the county municipality. The thick slip road was very intrusive. – We saw a need to talk together and tell what user group we have, what their needs are, says T\u00f8nnessen. The same day that the meeting took place, the logging began. The county municipality was accommodating, and proposed to set up a partition between the culvert and the house wall to shield the residents from traffic. The new access road will run along the house wall, right next to the common terrace and past the window to several of the residents. Photo: Kristina Kassab Liland \/ news – The warning disappears on the road The building manager for care homes in Stavanger, Arvid Evertsen, thinks the lease should be notified earlier. – If there is a house that is in the vicinity of the road development, the owner receives a neighbor notice – here there is no problem. An institution, on the other hand, consists of several bodies. Someone owns the plot, someone runs the institution and someone lives there, and then the warning disappears on the road. This is where the gap lies, Evertsen says. Should Hinna and Hillev\u00e5g home-based services be notified? – Yes. In principle, the municipality can be better at notifying the employees so that they are well. He thinks it is unfavorable to set up a fence on Boganes. – Then the residents will look straight into a wall. There will also be trouble with the engineering, both blasting, drilling and what it entails. Evertsen is unsure what the solution will be. Now it is in the county municipality’s hands. – Everything is possible, but how much willingness there is to get it done is another matter. Feeling valuable or not Aadland hopes that the forest or at least parts of the forest can stand. Tell her that she wants to be a voice for those who live here by talking about the forest and its meaning. The forest, and the terrace outside the communal kitchen, is the only thing that reminds of a healthy life, she says. – I hope I have been able to convey that this applies to an experience of feeling valuable or not.
