But now the financial situation at UNN is critical, says hospital director Anita Elisabeth Schumacher.  The finances at Northern Norway&#8217;s largest hospital have been demanding for several years.  But in recent months, the situation has gone from bad to worse for UNN.  In the first seven months of the year, the hospital has lost more than NOK 250 million.  This is due to high personnel costs, lower income than budgeted, as well as a large overspend on the goods side.  The financial situation at UNN worries hospital director Anita Schumacher.  Photo: Rune Stoltz Bertinussen\/Scanpix Lack of critical personnel There is particular hiring from staffing agencies that are struggling financially, says Schumacher.  &#8211; Out of a workforce of 7,000 employees, we have 281 vacancies.  Of these, there are 95 positions that represent skills we cannot do without in patient care.  In that situation, we have seen no other options than to hire temporary workers at a significantly higher price than what we pay to our own permanent employees, says Schumacher.  On top of it all, the hospital has a sickness absence rate of over 10 per cent, which also affects the need for substitutes.  So far this year, the hospital has therefore spent over NOK 70 million more than budgeted on staffing agencies.  Billion-dollar development put on hold A new hospital building for mental health and drug treatment (UNN \u00c5sg\u00e5rd) has already been put on hold.  Now the director is proposing a series of immediate measures in an attempt to get the economy under control.  Immediate suspension of hiring from staffing agencies.  Exceptions are made for critical personnel such as cancer nurses and radiologists.  All purchases are stopped immediately.  A hiring freeze will be introduced in all staff functions.  All travel activities are limited to a minimum.  All internal conversions are halted.  All social gatherings for the rest of the year are cancelled.  According to Schumacher, the most important measure to get the economy under control is to stop temporary hiring.  &#8211; But we must be careful that it does not result in even more overtime for our employees, says Schumacher.  &#8211; But are there patients who risk having operations postponed in the coming months?  &#8211; We do everything we can to prevent that from happening.  We already have limited operating capacity, and too long waiting times.  After all, we have a need to increase activity, not reduce it, says the UNN director.  &#8211; Our employees are skilled and dedicated people who go to great lengths for good patient care.  But there is no doubt that it will be demanding.  &#8211; The employees are fed up Lillan Haugen is the company representative for the Young Doctors&#8217; Association for UNN, and fears the consequences of the measures that are now being proposed by the director.  &#8211; We are concerned about the wear and tear on personnel as a result of tasks being distributed to fewer people.  &#8211; What do the employees say about this?  &#8211; They are upset about the situation.  They find it difficult that you are constantly behind financially, and then additional effort is required.  However, Haugen is happy that specialist training at the hospital is kept out of the cuts.  &#8211; The training of specialists is a prerequisite for less temporary employment in the future. He says there will be long-term consequences for the hospital if action is not taken now.  &#8211; The consequence is that we cannot realize important developments.  We are not allowed to renew the medical equipment, nor are we allowed to carry out the necessary development work.  So the sooner we get into balance, the better.  At the same time, Linaker acknowledges that the proposed immediate measures will be tough for the entire organisation.  &#8211; The employees have been through a large and difficult period of pandemic, and then you have to go through a new &#8220;roll up your sleeves&#8221; situation.
