That’s what Johan Petter Nystuen says to news. He is a geologist and professor emeritus at the Department of Geosciences at the University of Oslo. On Friday evening there was a landslide in Valsøyfjord in Heim municipality in Trøndelag. A house went down in the landslide, and an 85-year-old woman died. A further five people were sent to hospital. There were no large amounts of rainfall in the days before, which would indicate that there could be a landslide. Nor has NVE marked danger zones in its maps where the landslide occurred. The Swedish Road Administration confirmed on Saturday evening that they see a connection between road work in the area and the landslide. On Saturday, work to clean up the E39 after the landslide in Valsøyfjord was under way. What measures must be taken there to avoid landslides? he asks himself. Believes residents should have been evacuated Nystuen believes the responsibility for investigating the avalanche danger lies with many agencies. – Not least the municipal ones. They must gain professional competence, because these are challenging professional problems. We need a boost in knowledge in this entire field. – Is it urgent? – Yes. Geologist Johan Petter Nystuen believes that new routines are needed around excavations in a time of heavy rainfall. Photo: University of Oslo Nystuen believes the landslide in Valsøyfjord shows that the residents should have been evacuated ahead of the work that was going on directly opposite the house. – The people in the house should not have been there at the time. Had the area been evacuated, the tragic outcome would not have occurred in any case. Evacuation never a topic Mayor Odd Jarle Svanem (Sp) in Heim municipality has spoken to the other residents in the avalanche-hit neighbourhood. According to him, they do not perceive Valsøyfjord as unsafe. He says evacuation of residents in connection with the road work has never been an issue. – We have a good dialogue, and meet with the Norwegian Public Roads Administration every month. It has never been a topic to evacuate residents below where they are building the E39, he says to news. Photo: Bjarte Johannesen / news He still says that it is easy to have hindsight, but that there is little to indicate that there would be a landslide in Valsøyfjord. – There is nothing to indicate that there would be a landslide, so it becomes a bit difficult to predict such things. It is clear that there are many unfortunate circumstances, we have had a heavy summer in terms of weather in Central Norway, where we feel that all the precipitation in the whole world has come here, says Svanem. Development director Kjell Inge Dalvik in the Norwegian Public Roads Administration had no comment on whether residents should have been evacuated when he met the press on Sunday afternoon. Development director Kjell Inge Dalvik in the Norwegian Public Roads Administration has no comment, and does not know whether residents should have been evacuated in connection with the work. Photo: Bent Lindsetmo / news – Should the residents have been evacuated before the development started? – I have no comment on that. I don’t know that, says Dalvik. New routines are needed Nystuen says that the more frequently there are periods of heavy rainfall, the greater the chance of slips, landslides and landslides. – Are new routines needed around development in a time of heavy rainfall? – It goes without saying that it does. We need more knowledge about how landslides are triggered under different conditions, both naturally occurring and where we humans intervene in nature. The residents in the area below where work was being done to build a new road should have been evacuated in connection with the work, says geologist Johan Petter Nystuen. He believes that the municipalities must be much more careful when they grant building permits. In addition, pipes and gutters that are laid to remove surface water must be sized to handle larger amounts of rainfall. – Otherwise, it will create flooding, erosion, and thus the risk of landslides, says the geologist. The mayor believes the municipality has good knowledge of where it is safe to build and where it is not. – Yes, I dare say that we have. We are not a large municipality, but we feel we have great knowledge of what is required, says Svanem. Set up expert group The Director of Roads has decided that an external expert group will be set up to investigate the landslide, and try to find out what it was that triggered it. – We are reasonably sure that there is probably a connection between the road work and the landslide. Then the further work of the police and the expert group will hopefully provide answers to what has happened, says Ove Nesje, project director for the development of the new road, to news. The Norwegian Public Roads Administration has also appointed a crisis staff. Together with the police, they will find the cause of the landslide, says Nesje.

ttn-69

– Whether a persistently humid climate can have an impact on the risk of avalanches is a clear yes.
