This is stated by the EU&#8217;s foreign affairs chief, Josep Borrell, according to Reuters.  This does not mean a visa ban for Russian citizens, but will make it significantly more difficult to get a visa to the EU.  The agreement from 2007 involves simplified visa application processes for Russian citizens.  It facilitated the issuance of short-stay visas, no longer than 90 days of stay within a 180-day period.
