The former president of the archipelago, transferred by Manila to the Hague on Tuesday, March 11, appeared, for the first time, Friday, before the court judges. Rodrigo Duterte would then have given the license to kill anyone with a link with drug trafficking &#8211; in fact, often the weakest, drug addicts and small dealers.
