The boyfriend had a friend in Oslo who could offer the couple a job and a place to live, he says. &#8211; We didn&#8217;t know much about the rules for refugees. So we just moved to Oslo. The Norwegian Health Authority is concerned In the last two years, the number of unaccompanied minor asylum seekers coming to Norway has increased from 74 children spread over two asylum reception centers to 571 unaccompanied minors spread over more than 20 reception centres. The sharp increase worries the National Health Inspectorate, which has the overall responsibility for ensuring that minors living in reception receive proper care. &#8211; The inspections that have been carried out so far show that the children do not get the care they need, and we then become concerned about the children&#8217;s situation, says Camilla Kayed, senior adviser at the Norwegian Health Authority. Photo: The State Health Inspectorate According to Kayed, inspections carried out by the state administrator have uncovered several offences. &#8211; What the state administrator sees is that the reception centers do not have the staffing and expertise they need to look after the children who live there. Fierce battles in his home town Tim says that he is from the town of Hostomel, which is located close to the smaller town of Butsha outside the Ukrainian capital Kyiv, and that there were fierce battles in the town at the very beginning of the Russian invasion. &#8211; Mum, dad, everyone is in Hostomel, says Tim about the family that is left in Ukraine. &#8211; What do they think of you having traveled here to Norway? &#8211; I think they are happy about it, because now I am in a safe country. They have always supported me, says Tim. After they arrived in Norway, he and his girlfriend, as well as his girlfriend&#8217;s little sister, stayed at a reception together with other families for five months. The 14-year-old little sister was very upset, he says. &#8211; She sat in the room alone a lot, and cried all the time. It was very difficult for her, so after four months her mother came and they moved back to Ukraine, says Tim. 69 per cent boys So far this year, Norwegian municipalities have settled just under 23,000 refugees, most of them from Ukraine. At the same time, around 60 percent fewer Ukrainians are coming to Norway now compared to the same period last year, according to the government. Today there are 453 unaccompanied minors in EMA reception without an accompanying person (divided into 20 receptions) and 118 unaccompanied minors in ordinary reception with an accompanying person. 69 percent of unaccompanied minors who have applied for collective protection so far this year are Ukrainian boys, 31 percent Ukrainian girls. Among the boys, around 88 percent are 16 or 17 years old. Most, 67 per cent, are 17 years old, news is told by UDI. Can&#8217;t leave after turning 18 &#8211; If you look at the legislation they have in Ukraine today, men over 18 are not allowed to leave the country, unless there are very special circumstances. That is according to Fafo researcher Guri Tyldum, who has carried out a research project on migration and return among Ukrainian refugees. She says age is an important reason why many young men leave the country while they still can, and that Ukrainian law requires men between 18 and 60 to stay, not only to be in the military, but to keep the wheels of society moving. &#8211; You also have the mobilization of those over 25. If you think that you might want to flee, then you have to make that decision before you turn 18. And that means that many people then travel out on their own, says the researcher . FLEES BEFORE THEY TURN EIGHTEEN: Fafo researcher Guri Tyldum says men over the age of 18 are not allowed to leave Ukraine. Tyldum is also concerned about people like Tim, who come with companions who are over the age of eighteen, and who thus end up in reception for adults. &#8211; And where it is unclear whether they actually get the follow-up they are entitled to while living in reception. Strengthens supervision at receptions &#8211; The government has over time been concerned with strengthening the offer for this group, says State Secretary in the Ministry of Justice and Emergency Services Even Eriksen, and refers to the budget agreement with SV earlier this month. &#8211; We are adding a total of NOK 55 million to various measures to raise the quality of the care we provide to unaccompanied minor asylum seekers, including NOK 15 million to a strengthened supervision scheme. Tim, who is currently attending folk high school and has collective residence in Norway, says he is not very afraid of joining the military in Ukraine, but that he does not really want to go back now, because of all the drone attacks. &#8211; I think young people will continue to move to Norway, because it is not safe no matter where you live in Ukraine.
