On Wednesday evening, the drama surrounding next year’s Oslo budget is also over. The Progress Party finally chose to vote for the latest scheme for the city council parties. The fourth bourgeois party in the city council, KrF, did the same. Thus, there is a majority for how Oslo municipality will spend NOK 105 billion next year. New proposal at the twelfth hour On the same day that Oslo City Council is to adopt next year’s budget, the Conservatives and Liberals put forward a new alternative. On Wednesday morning, the Conservatives and Liberals put forward a new alternative in which they move large sums. The purpose is to lure the Progress Party into a budget settlement at the twelfth hour. – There is a lot of FRP politics here, says a central Høyre source. The new budget package is to be based on the latest offer in the negotiations with the Progressive Party, which the FRP rejected on Monday. Among other things, property tax is to be cut by a further NOK 40 million. This will be done by lowering the tax rate on housing to 2.35 per thousand. The city council initially wanted to lower it to 2.5. Today’s blood alcohol level is 2.8. Can get a majority The Progress Party has kept its cards close to its chest throughout the day. The party has said it will consider what to do once its own proposals have failed. – We will decide on that then, said group leader Magnus Birkelund to news at lunchtime. Magnus Birkelund, group leader for Frp. Photo: Andreas de Brito Jonassen / news More for the districts Høyre and Venstre will give NOK 154.5 million more to districts in crisis. The largest amount will go to the elderly, but the parties also earmark money for leisure clubs. NOK 85 million for nursing home places NOK 30 million Oslohjelpa, a low-threshold offer for families NOK 15 million for senior centers NOK 20 million for leisure clubs NOK 4.5 million for social agents in the districts of Søndre Nordstrand, Stovner and Bjerke The parties will also spend NOK 110 million more on road maintenance. On the sports side, the proposal contains, among other things, new artificial grass at the YMCA in Ekeberg and Klemetsrud and a new heating center for artificial grass in Abildsø. The Christian People’s Party also gets its share. Oslohjelpa was a main demand from KrF. There is also more money for voluntary organizations within the social sector and for the rehabilitation of churches. – Will not extinguish the torches The Labor Party’s group leader Marthe Scharning Lund does not believe that the proposal will extinguish the torches in the protest trains around the city. – The anti-social tax cuts are growing, there will be more competition, not enough is coming to the districts, and on top of that the loans are increasing. – The new proposal is recognizable right-wing politics. This is completely the wrong direction for our city, she says. Marthe Scharning Lund, group leader for the Labor Party. Photo: Hallgeir Braastad / news Increasing debt In order to pay all the additions, the parties take two main measures. One is to increase Oslo municipality’s debt by NOK 318 million. The second is to spend NOK 191 million on operations that should actually have gone to future investments. More privatization A clear lure for the FRP is that the city council parties promise to privatize Oslo even more. A further two nursing homes are to be put out to competition. And new kindergartens must, as a general rule, be private. SV reacts strongly to the fact that the nursing homes to be put out to tender. Sunniva Holmås Eidsvoll is manager of Oslo SV. Photo: Rolf Petter Olaisen / news – The fact that this proposal is now being put forward over the table in the city council’s budget processing is undemocratic and frivolous. Nobody has had the opportunity to question the proposal or debate it, says Sunniva Holmås Eidsvoll, leader of Oslo SV. She believes that it will go beyond the staff at nursing homes and that it will only serve the commercial players.
