But she puts much of the blame for the cuts on the state: – We get our framework from the state budget in mid-October. After that, we have a few weeks to get our budget in place. When the framework and cost growth are as they are, and we are in the biggest financial crisis in the public sector in 40 years, it is unfortunately the case that we do not have the money to maintain the level we have had in the past.
