In June 2023, the Truth and Reconciliation Commission delivered its report. It gave a harsh verdict: Language is disappearing, culture is gone, and Norwegianization has left deep wounds in large parts of the population. In a settlement with the policy, they proposed a number of measures. Last week, the Storting&#8217;s control committee submitted its recommendation: A majority will establish a national competence center for the Norwegianization policy. They also want to say sorry for the abandonments Norwegianization entailed, and take responsibility for the consequences it has produced. The exception is the largest party in Finnmark. The Progress Party will vote against the decisions, and will therefore not be sorry. Instead, they propose to close down the Sami Parliament and withdraw Norway from the ILO convention. This is what the majority in the committee proposes. On 5 November, the Control and Constitution Committee presented its recommendation to the Storting. Here the Labor Party, Sp, MDG, R\u00f8dt, Venstre, H\u00f8yre and SV propose that the Storting make the following decision: Regret and apology: The Storting regrets the Norwegianization policy and apologizes for the role of the previous Storting. Competence centre: The Storing asks the government to investigate the organization of a national competence center on Norwegianization policy and injustice. Cooperation with institutions: Encourage national institutions to cooperate more closely with Sami, Kven\/Norwegian and Forest Finnish institutions. Management of works of art: Establish comprehensive management of the works of art the commission handed over to the Storting. The Names Act: Consider changes to the Names Act to facilitate the return of original surnames. Cultural Heritage Act: Prepare additions to the Cultural Heritage Act for the automatic protection of Kven\/Norwegian-Finnish and Forest Finnish cultural heritage. Updating of knowledge: Planned updating of public employees&#8217; knowledge of the rights, language, culture and traditions of indigenous peoples and national minorities. Action plans for languages: Assess the effects of the current policy apparatus and design action plans to strengthen the languages \u200b\u200bthat were exposed to Norwegianization. Reporting on the Swedish language: Regular reporting on the development of the Swedish language. Annual reporting: Annual reporting to the Storting on the follow-up of the work towards indigenous peoples and national minorities, as well as a comprehensive report on the reconciliation policy each parliamentary term. He believes that an apology from the Storting will do little good. &#8211; You are talking to someone who was not allowed to speak Sami or Swedish at school without being sent to the hallway. You can say sorry, and it was not the king&#8217;s fault to do so, but that will not bring the Sami language or culture back, he says. &#8211; We must move forward in this case. &#8211; It is a mockery. The Truth and Reconciliation Commission The Truth and Reconciliation Commission was a commission established by the Storting in June 2018 to scrutinize Norwegianization policies and injustice towards Sami and Kven\/Norwegian Finns. Later, the commission also included forest finders in its mandate. The commission was led by former minister Dagfinn H\u00f8ybr\u00e5ten and submitted its report to the Storting in June 2023. The report provides a comprehensive historical presentation of &#8220;Norwegian authorities&#8217; policy and activities towards Sami and Kven\/Norwegian Finns both locally, regionally and nationally&#8221;, and does this partly through 760 personal stories conveyed through meetings the commission has had, or through interviews and written accounts. The commission concludes that: &#8220;The Norwegianization policy had serious consequences for the Sami, Kven and Forest Finns. The devaluation of the Sami, Kven and Forest Finnish language and culture led to a loss of language and culture and also a lack of knowledge about the groups in the population.&#8221; The commission proposes a number of measures to continue a reconciliation process between Sami, Kven, S\u00f8gfinn and Norwegians. Several of the measures concern &#8220;raising knowledge, strengthening Sami languages \u200b\u200band Swedish, as well as language competence, strengthening culture and cultural competence, conflict resolution and implementation of regulations.&#8221; Source: Store norske lexikon Will close the Sami Parliament Sami Parliament representative T\u00f8rfoss believes that the desire for an apology is actually about finances. &#8211; Among other things, they want more money for the Sami Parliament, for both language and culture. That&#8217;s fine, but there are lots of earmarked funds for this. We believe that the Sami Parliament receives too much money already. The FRP has long been open about its desire to close down the S\u00e1mi Parliament, and has put forward the proposal a number of times in the past. &#8211; We believe that the S\u00e1mi Parliament and the S\u00e1mi number should not have been established, and that it should therefore be closed down, says T\u00f8rfoss. Top poll in the north A recent poll shows that the party is cleaning the table in the north. The Finnmark FRP is close to two representatives in the Storting, while the Labor Party and the Center Party are losing heavily since the last election. Bengt Rune Strifeldt believes the voters are tired of expensive times with high food prices, high interest rates and high electricity prices. He also doesn&#8217;t think the green shift has impressed the Finnmarkings. &#8211; We have a government that wants to use our electricity to electrify Melk\u00f8ya. At the same time, the business world lacks the power to create new jobs &#8211; and ensure security for existing jobs, he says.
