These are some of the recommendations the Screen Use Committee makes in its report that was presented today. The government-appointed committee has surveyed children and young people’s screen use. Among other things, they have looked at how screen use affects health, quality of life, learning and upbringing. St\u00f8re has previously said that the government will stop “uncritical digitization of the school”. Today, the committee presented several measures. Affects sleep and the ability to concentrate negatively – I notice that the committee supports many of the measures the government has already initiated, such as that there must be a good balance between the use of screens, books and physical activity in school. And that the use of screens negatively affects the sleep and concentration ability of students, which in turn affects learning, says Minister of Education Kari Nessa Nordtun (Ap). She received the report from the head of the screen use committee Robert Steen today, together with Minister for Children and Families Kjersti Toppe (Sp). It is now sent out for a broad consultation. SCREENS GIVE WORSE SLEEP: Minister of Education Kari Nessa Nordtun today received the committee’s report. Photo: William Jobling \/ news These are some of the main findings in the report: Using screens can make it harder to fall asleep and lead to poorer sleep. Features of social media can lead to poorer mental health. Screen use can challenge children and young people’s concentration and learning. In addition, it is emphasized that there must be a good balance between screen use and other activities. The committee also recommends cutting screen use during school lunch breaks. Will keep young children away from the screen One of the committee’s findings is that there is no evidence that screen use can be positive for the development of the youngest children. They therefore recommend strongly limiting screen use for children under the age of two, also in kindergarten. When children between the ages of two and five watch a screen, the committee believes that it is beneficial for their mental health, development and language development that the parents watch together with them rather than watching alone, and that the content is adapted to the age of the children. With the exception of the very youngest, the committee makes little recommendation on restrictions on screen time. They justify this by saying that there is nothing in the knowledge base that suggests that the authorities should set fixed time limits for screen use that should apply to everyone. Should not replace books, handwriting or physical exercise On 15 December last year, the committee presented a preliminary report. It showed that the use of screens in Norwegian schools has increased rapidly in a short time. Digital changes are an integral part of teaching. And many students have access to, for example, their own PCs. The committee concluded these points before Christmas: Both printed and digital technologies should have their place in schools. There are many indications that students should read more on paper. Both handwriting and keyboarding have their natural place in teaching. The governing authorities should evaluate national guidelines. – The screen should not replace books, handwriting or physical exercise, said Robert Steen, who heads the committee. The committee also believed that mobile phone use in school can be a tool for learning, but that it can be disruptive. In February, the Ministry of Education therefore came up with a new national recommendation, which said that mobile phones should be removed from all classrooms. Wants separate technology subject in school Minister for Digitalization and Administration, Karianne Tung (AP) says she wants a separate technology subject in school. She believes that Norwegian pupils have too little competence and that uncritical use of digital gadgets affects learning. – I believe that the iPad, the screen and digital gadgets have to a large extent been uncritically placed in the classrooms, without an adequate, strategic plan for what it would actually contribute to. It has weakened learning and not contributed to a large enough extent to digital competence or technological interest. Screen use is to blame for poor results When the international school survey, the Pisa survey, was presented last year, it pointed out, among other things, that Norwegian youngsters had become worse at maths. In addition to poorer performances in reading and science. Education Minister Kari Nessa Nordtun then pointed to screen use, among other things, and said: – Many students have become less motivated for school. Digitization has changed our reading habits and the use of screens has probably done something to both our ability to concentrate and our attention, she says.
