Six African heads of state have taken the initiative for a dialogue, and received the green light from both Putin and Zelenskyj. Most African countries are in the rather unique situation of being seen as relatively neutral by both parties, and the idea is therefore that they will create a dialogue that can eventually develop into concrete negotiations. The ambitions are not immediate peace, but the start of a long-term peace process in which African countries facilitate. There is a battle going on for Africa’s favor. Lavrov travels constantly, and Ukraine is to establish ten embassies in Africa. In return, African heads of state are very keen on dialogue to ensure that the grain agreement continues to exist. For South Africa, it is important to defend its neutral position, because it has received a lot of criticism from the West, and especially the United States, for not being more critical of Russia. Last winter, South Africa held military exercises together with Russia and China. And in August, a Brics meeting is planned in Johannesburg, where Putin has announced his arrival. That is why the debate is raging in South Africa: Should they follow up on their membership in the ICC and arrest him, or not. All of this forms the background to why this peace dialogue has now been launched.
