Arne Hatløy finds that his property in Stavanger is in the middle of a crossfire. There are two zoning plans that cover the area. In one, the building has been removed, and a road stump has been drawn in instead. In the second, there is an opening for county road 44 with the bus route to be extended into the building. – When the bus road project called on 29 November, I learned that they needed five meters of the building along the county road, says Hatløy, – And then there won’t be that much left? – No, it won’t be. Planning shelved in spring 2021 It was Arne Hatløy’s father who in 2012 was told that the building was to be demolished to make way for the bus route on Nord-Jæren. The problem for Hatløy is that the property is located in an area that has proved particularly difficult to get built for the bus route. The bus route between Stavanger and Sandnes was scheduled to be completed in 2021, but is now postponed until the summer of 2026. And a 3-400 meter stretch, where the Hatløy property is located, will not be finished then either. In the spring of 2021, planning was shelved for this section. She talked about a new preliminary project, and that nothing physically would happen until 2024 at best, says Hatløy. Loses millions The assessed value of the 550 square meter property is NOK 12.5 million, Hatløy states. The highest fine he has received is 6 million. – Even based on the equation value, I lose 6 million on a hall. There is so much uncertainty about what will happen to the property, says Hatløy. Often the market value is higher than the appraisal value, so the loss will probably be higher. The commercial property broker whom Hatløy put on the case said that the property could not be sold at market price to a private player. – The only chance was that the bus road project allowed the building in, he says. The largest tenant has resigned from the new year. – In order to maintain activity in the building, we are forced to reduce the rent by perhaps 40 per cent. That quickly adds up to NOK 200,000 a year, Hatløy calculates. Rejects financial responsibility The feedback from the bus road administration is not pleasant reading for Hatløy. – Until the Rogaland county council eventually takes over the ownership of Hillevågsveien 18, the busway does not have a financial responsibility, says Anne Margrethe Skretting, section manager for the busway development. County road 44 must be made wider if the bus route is to be built to its full width in Hillevåg. Skretting states that work on a new zoning plan will start in 2023. But that does not mean that the county council will buy the property then. – The construction of the bus route itself will not start until after 2026, Skretting states.
