This is stated by the governor of Voronezh Aleksandr Gusev, according to the Astra news channel. Astra also shows images of a long column of military and civilian vehicles on what is supposed to be a highway in the Voronezh region. It is unclear whether the Wagner soldiers will remain in Russia, or whether they will return to former bases in Ukraine.
