17 November 2023 at 15:51 UN court demands that Azerbaijan allow ethnic Armenians to return safely to Nagorno-Karabakh The UN’s top court on Friday ordered Azerbaijan to allow the safe return of people to the disputed territory of Nagorno-Karabakh, which Baku seized in September in a lightning offensive. The offensive triggered a mass flight by most of the 120,000 Armenians who lived in the area. The International Court of Justice ruled on Friday that Azerbaijan must make it possible for anyone who wants to return to Nagorno-Karabakh to do so in a “safe, unimpeded and expeditious manner”. Armenia and Azerbaijan have fought two wars as a result of disputes over the Azerbaijani enclave of Nagorno-Karabakh where the population is mainly Armenian. In 2020, the countries entered into a ceasefire, but in September this year there were new clashes.
