Tromsø municipality presents a three-year report – news Troms and Finnmark

– The quarterly report shows a significantly worsened situation. That’s what the municipal director of Tromsø municipality, Stig Tore Johansen, says. He describes the figures as dramatic. On Wednesday, Tertial Report 2, i.e. a report on Tromsø municipality’s finances over the past four months, was presented. You can follow the presentation here. Tromsø municipality is moving towards a negative net operating result of 229.5 million, according to the report. This is a large increase since the previous report was presented. If the disposal fund is used, the result will end at 157.8 million. One of the reasons is less tax revenue. Tax revenues are a full NOK 140 million less than budgeted. In the report, the municipal director also points to two other reasons: Increased financial expenses and increased operating expenses. – According to the Municipal Act, such an accounting overspend must be covered within 2 years to avoid ROBEK, writes the municipal director in the report. The municipal director proposes several measures in the report: Hiring stop, stop on the use of overtime and temporary workers, stop on purchases, stop on the use of external consultants, stop on travel and postponement of major projects and investments. Four months into 2024, the figures in “Tertiary Report 1” showed that Tromsø municipality will have a negative operating result of NOK 92 million. The municipality will cut 150 man-years this year, but has increased by over 150 man-years since last year. Big deficit In 2023, the municipality ran into a deficit of a quarter of a billion. In the four-year period up to 2028, they must spend NOK 400 million less. In March, when last year’s large deficit became known, the financial situation in the municipality was described as serious. The FRP demanded an investigation after the deficit became known. The negative result from 2023 must be covered with money the municipality has on hand, but if the trend continues, the money will soon be used up. During a hearing on the record deficit, the mayor was accused of having pressured the municipal management to make up accounting figures. The mayor flatly rejected that. Nationally, three out of five municipalities ran into a deficit in 2023. In Troms and Finnmark, three out of four municipalities ran up an operating deficit.
