The Norwegian Road Administration already wrote in 2009 that the road was bad and prone to accidents. A tunnel was then considered, but found to be too expensive. “The approx. The 5.7 km stretch of national highway 80 between Sandvika and Sagelva has poor curvature. The road bears the mark of being in difficult terrain with the mountain on one side and the railway/sea on the other. The national highway lies together with the railway in the narrow zone between the mountains and the fjord. There is therefore little room for major changes to the route. Tunnel solutions past Sagelva and Kistrand have been considered, but found to be too expensive.”
