One of the critical requests aims to determine whether the ruling disallows Beltrán from registering again as a candidate or if his right to participate in the extraordinary elections still prevails.

Beltrán’s defense maintains that the decision does not impose a dismissal penalty or prohibit him from aspiring again. The political discourse surrounding this evolving situation has escalated, with Beltrán attesting to his understanding of the ruling by stating, “This does not disable me or dismiss me.  Bucaramanga is moving forward . This is not a loss; it is a door that opens even wider for me, because who ultimately loses is Bucaramanga. This situation does not benefit any citizen,” he commented in statements reported by Blu Radio.

The  legal discourse  surrounding this situation highlights an ambiguous point that remains undefined within legal precedents: What happens when a mayor is dismissed from office following an election annulment? Can he seek registration again for the subsequent atypical elections that arise due to this annulment?
