
Recently, the French government has made a significant commitment to support the revitalization of the Chapelle Darblay paper mill located in Grand-Couronne , Seine-Maritime. In light of recent developments, mayors of Rouen and Grand-Couronne , along with representatives from the CGT union , have escalated their appeals to the government, emphasizing the importance of this project for both regional reindustrialization and the creation of 185 direct jobs . For this initiative to succeed, they argued that an additional €27 million state loan was necessary to finalize the financing plan.

“We are extremely proud and relieved. This was a close call as Fibre Excellence planned to pull out of the project if the state did not engage,” exclaimed Julien Sénécal , a CGT union representative and former secretary of the company’s social and economic committee. He further noted, “The remaining €160 million private financing seems easier to secure now that the state is involved. This is a decisive event marking the culmination of over six years of struggle.” Sénécal anticipates that the site could begin operations again by 2028 .
Marc Ferracci , Minister of Industry, conveyed the government’s commitment to the project, stating: “The state, along with local officials, is devoted to the Chapelle Darblay factory’s project. This factory initiative has long enjoyed support from the region and its workforce. Public funding should now empower Fibre Excellence to kickstart the project.” In turn, Nicolas Mayer-Rossignol , mayor of Rouen, expressed his gratitude on social media, exclaiming, “The efforts are yielding fruitful results!”
