Can we now be sure that the Sámi Parliament actually represents the Sámi? The Sami Parliament has a job to do. Until now, it has been important that as many people as possible take part in Sami democracy and register as voters in the Sami Parliament. The legitimacy and importance of the Sámi Parliament has increased in line with the increase in the number of Sámi standing for the Sámi Parliament elections. From the Sámi Parliament’s establishment in 1989 until today, the number of voters has increased from 5,000 registered to 20,000. And the Sámi Parliament has become increasingly important. Today, the authorities must consult the Sámi Parliament in all matters affecting the Sámi. Municipalities, county municipalities and state authorities have a duty to consult. This means that they must not only consult with the Sámi Parliament, but try to reach an agreement with the Sámi’s elected body and Sámi interests before a decision is made. State authorities consult the Sámi Parliament, i.a. before fishing quotas are set, before the annual reindeer husbandry agreement is decided and a number of other matters that affect the Sami. From 2021, this also became an obligation for municipalities and county councils. Municipalities must therefore now try to reach an agreement with the Sámi Parliament and Sámi interests before decisions about wind turbines, mining or salmon farming are made. The Sámi Parliament has real influence. With greater influence and power, interest in the Sámi Parliament also increases. That in itself will make more people get involved in Sámi political issues and see the need to register with the Sámi Parliament’s electorate. Whether you are for or against wind power, mining or free Sami kindergarten. It should not come as a surprise that people have political motives for signing up for the Sámi Parliament’s electoral roll. Voting in any election must be seen as a political motive. But those who do not consider themselves Sámi have no statutory right to have a Sámi vote either in the Sámi parliamentary elections or in society in general. Both the FRP and the Sami Parliament must take that seriously. The Sámi Parliament is responsible for ensuring that the Sámi Parliament elections take place in a safe and correct manner. This applies in particular to control of the number of electors. It is very unfortunate that the Sámi Parliament is helping to weaken the parliament’s legitimacy and credibility with a lack of control and routines. Now the Sámi Parliament has announced an investigation into its own number of electors. What the investigation will uncover remains to be seen, but there is no doubt that changes will be necessary. Because it is obvious that the Sámi Parliament lacks routines and control over the number of people. The FRP, together with all other lists and parties running for the Sami parliamentary elections, have a responsibility to protect Sami democracy. Norwegian parties in particular should recognize a special responsibility and be extremely clear in their mobilization for the election; only Sámi can and must vote in the Sámi parliamentary elections. It is important that as many people as possible take part in Sami democracy and use their vote. But it is crucial that it is actually Sámi who stand up for the Sámi Parliament.
