Last week, the man in his 30s was charged with rape of children under 14. He is also charged with having produced and kept images and videos that sexualize children. The man pleads guilty. He was a popular manager of a leisure service for young people. The charges have caused concern in the local community in Moss. Several adults and children have contacted the municipality’s helpline after the matter became known. – In many ways I have been uncomfortable with letting my daughter go there, but as long as she has not been alone and has had other friends and girlfriends with her, I think it has been fine. That’s what a mother of an underage girl from Moss says. The daughter has regularly visited the leisure centre, but she herself has not experienced criminal offences. The mother keeps herself updated on what is happening in the case through the media. She does not wish to comment further on the matter. The man has also held a number of other voluntary positions where he has had contact with minors. Notified the board Now news can say that it was the man accused of assault who himself took the initiative to start the leisure programme. By then he had already received at least one notice against him. Several former board members in the leisure service confirm to news that they have received notifications about the accused man. Moss municipality’s helpline is open between 09.00 and 18.00 every day during the winter holidays. In 2019, the leisure facilities must have received the first report of concern. A mother notified because her minor teenage daughter had told that she had been molested by the accused man. Another place where the man has held a voluntary position also confirms to news that they have received a notice about the man. – We can confirm that we received a notice, were in dialogue with the police and lawyers, and took action internally. The police did not follow up The last report of concern came to the police in January this year. – I can also state that we have received other reports of concern in the past, without them being dealt with. It is of course regrettable. This is what police attorney Anne Grete Bjerketvedt Ludvigsen says to news. She emphasizes that the messages that were not followed up were concerns related to the man’s interest in children, and did not contain information about concrete criminal matters. Do you know anything about this case? Then I would like to hear from you. All tips are treated confidentially. In August 2019, the man was reported for having obtained sexual intercourse by abusing a relationship of superior power. – In that case, an investigation was carried out, but the investigation resulted in the case being dismissed on the basis of the evidence, says Ludvigsen. In total, the police have received six reports of concern about the man now charged. Four offended children The police have so far carried out structured interrogations of four children. The four have the status of offended in the case, but the preliminary charge against the man only applies to relations with two of the children. Interrogation of several other children is also planned. – We do not rule out that there may be more children who will be given the status of offended, says police attorney Ludvigsen. There is help.
