The government proposes to tighten several points in the guidelines related to cottage development in Norwegian municipalities. The new guidelines apply to all planning according to the Planning and Building Act. For the municipalities, this means that they must consider climate and energy in all their plans. Among other things, they believe that the construction of cabins should be done by densifying the cabin area, rather than building out new cabin areas. If you are going to develop an already existing area or build a completely new one, you should not build on bogs or in and above the forest boundary. The proposal must go out for consultation. The municipalities must set themselves targets and prepare action plans adapted to their local conditions. – The government’s planning guidelines for climate and energy are over 15 years old. This is new compared to the current guidelines, they write in the press release. – The municipalities have a very important role in the work to cut emissions. We wish to clarify which municipalities have responsibility for reducing greenhouse gas emissions, while at the same time making it clear that the state must contribute with knowledge, information and guidance.
