Almost no one is refused applications for abortion after week 12, said Health and Care Minister Jan Christian Vestre (Ap) when he presented the proposal on Friday. In addition, the government is proposing a new purpose clause which will both ensure the rights of pregnant women and the protection of unborn life. The government also proposes that fetal reduction should be counted as abortion, and that the mother can decide this up to week 18, and that the right of reservation for healthcare personnel be enshrined in law. This means that they can reserve the right to have an abortion for reasons of conscience. They also propose to reduce the number of tribunals from 23 to 5–10 academically composed tribunals. The ministers from the Center Party have dissented on two points in the proposal. They do not want to extend the limit for self-determined abortion and that fetal reduction should be counted as abortion.
