He further says that this ensures steady and long-term support for Ukraine. It was very uncertain in advance whether a support package for Ukraine was possible. Hungarian Prime Minister Viktor Orbán is Putin’s closest ally in Europe, and threatened to veto. Without the support from the EU, Ukraine’s treasury would be almost empty in March, without money to pay salaries to teachers and nurses, among others.
