A 21-page proposal for a final document that was published on Monday provoked sharp reactions from climate scientists and activists. In recent years, climate summits under UN auspices have dragged on much longer than planned, since the negotiations have been difficult. Representatives from 200 countries are in the middle of a heated debate about a possible agreement to phase out fossil energy sources such as coal, oil and gas.
