Two weeks before the highly pregnant “Beate” was to give birth, she was summoned to a meeting with Indre Namdal child welfare service. For a long time they had been worried about how her children were doing. At this meeting, Beate is said to have been encouraged by the child welfare service to sterilize herself. – I agreed to it in the hope of keeping my children. The municipal director in Grong, Bjørn Ståle Aalberg, has previously responded on behalf of Indre Namdal child welfare service. He has admitted that several violations have been committed in the case. He has also pointed out that they have implemented measures and learned. Do not want the case The Child Welfare Service applied at the end of May to introduce foster child protection for Beate and the children. This means that they want another child welfare service to take over the case. In a document news has been given access to, the child welfare service explains that they do not get a good collaboration with the mother. “Indre Namdal child welfare service experiences that the hostility from the private party is so strong, and the trust so absent, that a constructive cooperation with a focus on the children in the future is considered extremely difficult.” This affects the children, they write in the document. “The parents ‘pressure on the child welfare service has unfortunately led to the child welfare service making decisions more out of consideration for the parents’ demands than out of consideration for the children’s best interests.” Furthermore, they write that child welfare will be of crucial importance. Beate was happy that the child welfare service applied for child welfare. But the joy quickly turned into a disappointment. Will not comment Indre Namdal child welfare service is an inter-municipal service that covers the municipalities Grong, Lierne, Namsskogan, Røyrvik and Høylandet in Trøndelag. Child welfare manager Bente Jakobsen has been asked a number of questions about the case. She did not want to comment and writes in an e-mail: “No comment”. Municipal director Aalberg has read this article and does not want to comment on the matter. – Too easy A month later, the State Administrator in Trøndelag concluded. They say no to child welfare for Indre Namdal child welfare, says communications consultant, Bjørn Erik Øvrelid. – Based on the information we have, the conditions for resorting to child protection are not met. We are not aware that it is the type of impartiality challenges in this case that will lead to it, says Øvrelid. – The state administrator has found several errors in the case processing, and Beate and the child welfare service believe they do not get a good collaboration, but that is not enough? – No, is the simple answer. A difficult and inflamed case is in itself not enough for a set municipality to be appointed. Then we would like to remind you that it is the municipality’s task to facilitate and build trust between municipal services and the inhabitants. It is too easy to say that a set municipality would solve all the challenges in this case. – Terrible treatment The first reports of concern the child welfare service received about Beate as a mother, came in 2016. Then there must have been reports of concern from several different quarters. – The treatment of my client in this case has been terrible for several years, says Beate’s lawyer Aleksander Skogrand Pedersen. Beate’s lawyer, Aleksander Skogrand Pedersen, believes that the case processing has been deficient for several years. He says they were not allowed to comment on the issue of child protection before the case was processed by the state administrator. – Disrespectful and wrong – They have refused only on the basis of the information they have from the municipality. Much of the blame is placed on the mother and her lawyers. It is completely disrespectful and wrong. Now a new request should be sent to the state administrator, Skogrand Pedersen believes. – In all the documentation we have sent to both the State Administrator and the municipal director, there is little doubt that the municipality is incompetent in the case. The woman named Beate in this case is anonymous for the sake of the children.
