The board of Helse Møre og Romsdal decided to postpone the Health platform – news Møre og Romsdal – Local news, TV and radio

The board unanimously decided at Thursday’s meeting to postpone the introduction at the four hospitals in the county, and to put together a new plan with the owner Helse Midt-Noreg for when they will adopt the record system. – It is Helse Midt-Noreg that must decide how long we will delay the introduction, says chairman Ingve Theodorsen. He says they must look at all possibilities going forward to reduce the consequences for patients and staff in the health region. – The only thing we know well enough about is the financial consequences of postponing. And that scares me anyway. All I ask is that we now turn over every single stone to reduce overheads, says the chairman. Red level The Norwegian Health Authority has carried out a risk and vulnerability analysis (ROS), where they have placed particular emphasis on the consequences for patient safety. The analysis shows that the introduction of the Health Platform is at a red level for patient safety and capacity. Managing director Olav Lødemel informs the board of Helse Møre og Romsdal. The reason that The board must make this decision now, is that they will move into a new hospital for Nordmøre and Romsdal in March 2024, and that in itself will be demanding for the health care undertaking if they do not also introduce a new record system which has been shown to have many serious errors and omissions. It is the board of Helse Midt-Norge that will finally decide the matter at the board meeting on 13 December. Photo: Hans-Olav Landsverk / news Cost of postponing It will cost 600 million for Helse Midt-Noreg to postpone the introduction of the Health Platform in Helse Møre and Romsdal for two years and Helse Nord Trøndelag for one year. In addition, there will be operating costs of NOK 90-120 million to pass on the old system. Health Møre and Romdal will also incur additional costs by introducing the old system at the new hospital for Nordmøre and Romsdal of NOK 75 to 150 million. However, the hospital director has no doubt that it is right to postpone the introduction. – The safety of our patients must weigh the most, says managing director Olav Lødemel. Several of the board members called for answers to what consequences the increased financial costs will have for hospital operations in Møre og Romsdal. – I don’t expect them to answer this today, but it must happen relatively quickly, managing director Ingve Theodorsen stated. The health platform The health platform is a record system that is planned to be used by the entire public healthcare system in central Norway. The computer system also facilitates interaction between municipalities and hospitals. Eventually, the intention is also to connect the GPs in Central Norway. The project is based on technology from the American company Epic Systems. But extensive work has been carried out to prepare the system for the Norwegian healthcare system. The company Helseplattforma AS was established on 1 March 2019 and is owned by Helse Midt-Noreg and several municipalities. A number of experts, both within information technology, health and public administration, have been critical of the choice of technical solution for the Health Platform throughout large parts of the process. The health platform was introduced in Trondheim municipality in April 2022. As of autumn 2023, the vast majority of residents in the region live in a municipality that has either introduced the health platform or decided that they will introduce the solution. In November 2022, the health platform was introduced at St. Olav’s hospital. The plan was for Helse Møre og Romsdal to follow in April 2024 and Helse Nord-Trøndelag in November 2024. Serious errors Major errors were discovered at the health platform as recently as last week: 44 referrals to radiology in Nord-Trøndelag, Møre and Romsdal and the company Evidia did not reach the right recipient. The error has existed since we started using the Health platform over a year ago, said director Grete Aasved at St. Olav’s hospital. Later the same week, an error was discovered, the consequence of which may be that many patients have received the wrong dosage of medicine.
