– The houses will come just down there, says Ingjard Sandhei, pointing from the zoning map to the forest. Children from the nearby kindergarten are playing around him. – In the worst case, we are afraid that life and health could be affected or that children will witness violence or other unpleasant incidents. Sandhei is the spokesperson and leader of the working group working towards the construction of ROP housing on Sveberg in Malvik municipality. He and other neighbors react to the fact that the municipality wants to build the housing estates a few hundred meters away from a kindergarten, school and sports hall. Ingjard Sandhei and chairman of the board of Sveberg kindergarten, Karen Bårje, believe that the ROP houses are built to be close to the school, kindergarten and sports hall. Through a group on Facebook, parents and other residents of Sveberg have organized opposition to the development plans. The group has over 930 members. – This is a group that needs peace and quiet. Their mental state can go up and down and some can be unstable. The kindergarten uses the small forest diligently. They fear that will end if the ROP housing is built. Although the entire forest will not be destroyed if the project is realised, the opponents are afraid that it will no longer be a favorite walking area for the kindergarten. – We are afraid that there will be a danger of the children meeting intoxicated people or used syringe tips in the tour area, says Christian Sæter Guldbrandsen, parent and member of the cooperative council at the kindergarten. He believes the risk of this will mean that the nursery will no longer use the forest. – It is sad. The children talk a lot about the walks they take in the forest. She is a senior researcher at NTNU Samfunnsforsking. – There has been an increase in municipalities experiencing complaints from neighbors and protests when they have to build such housing. The municipalities are required by law to offer housing to this group. This often causes a so-called “Not in my back yard” problem to arise, says Røe. – It is a well-known situation that everyone is in favor of housing estates, but no one wants them to be built in their particular neighbourhood. She emphasizes that those who need ROP housing are a composite group, and that there is no need to increase the risk of having such housing nearby. In recent years, there have been several conflicts between municipalities and neighbors who do not want sheds in “their backyard”. At the same time, she understands that neighbors of such projects may be concerned. – I can understand that people can be worried, especially with a storage shed in the vicinity of children. It is important that the municipality takes this concern seriously. The mayor is not worried The mayor of Malvik municipality, Eugen Gravningen Sørmo (H), believes that they have taken the neighbors’ concerns seriously in the process. – It is not unusual for users of ROP housing to come close and become integrated into a local environment. Sørmo believes that good preparatory work has been done. The municipality has a great need for ROP housing. Photo: Morten Andersen / news He says the municipality has carried out risk analyzes and made critical assessments in the work on the plans. – This is a composite group, with different challenges and different needs. Some are outgoing, and they should not be housed here. – Now I hope that through the hearings and the proceedings we will be able to answer all questions and keep all the neighbors safe, says Sørmo. The municipality’s proposal for detailed regulation of the area has now been submitted for consultation. When the housing estates will eventually be completed is still unclear.
