Both the Pantelotteriet and the Postcode Lottery are expected to reach the turnover ceiling of 360 million this year. If they are not allowed to extend the income framework, both lotteries may be put on hold during the autumn. – Lotteries are in the process of being sold out and an important source of income is being limited. The humanitarian organizations think that is too little. – The humanitarian needs are absolutely enormous, says Hege Lilleheil Horsberg in Norwegian People’s Aid. – Must be safe Among the 23 organizations behind the demand are Doctors Without Borders, Norwegian People’s Aid, Church Aid and Caritas. – There is a record high number of wars, armed conflicts, climate change, natural disasters which means that there is a greater need for our work, quite simply, says Horsberg of Norwegian People’s Aid. One of the most important arguments from the big lotteries is also that they create little or no gambling addiction. – It is the case that when you buy tickets in the postcode lottery, you have to wait a while before the winner is chosen. And being a safe bet is a prerequisite for us at Norwegian People’s Aid, says Horsberg. The ministry will consider State Secretary in the Ministry of Culture, Erlend Hanstveit, wrote in a message to news that he understands that the organizations will increase the limit for how much they can earn from the lottery. – This is important money for them. We are now working on a proposal to increase the limit, and this will eventually be submitted for consultation, writes Hanstveit. This was notified in connection with the new gambling regulations, the ministry states. – As little as possible for administration Today, there are a number of actors who drive fundraising in various ways for humanitarian causes in Norway. One of these actors is “Pass the gift on”. The man behind this is associate professor at the Norwegian School of Economics in Bergen, Aksel Mjøs. He believes that the national lotteries should have an operating model where as little as possible goes to administration and as much as possible to good causes and profits. Especially if the government now increases the amount for how much each lottery can earn. – There are good arguments for when the amount increases, a smaller and smaller part should go to operations and more to the good cause, Mjøs believes. He also believes that the solution they have developed with gift cards is better because people can choose for themselves which good cause they want the proceeds to go to.
