This is confirmed by the State Administrator in Oslo and Viken. The party Red appealed against the legality of the decision, which was made by the former city council itself. The state administrator has found no fault with either the proceedings or the content of the severance agreement. Johansen received criticism because he could have started his new job as general secretary of Norwegian People’s Aid earlier than three months after his resignation as city councilor on 25 October. Eventually, he himself chose to start on 1 January and did not receive severance pay from Oslo municipality after that.
