The document was widely shared among Israeli military and intelligence officials long before the October 7 attack, but experts are said to have believed that Hamas did not have the capabilities and capacity to carry out the plan. Therefore, the plan was rejected by Israel as unrealistic. It is unclear whether Prime Minister Benjamin Netanyahu and other top politicians had access to the document.
