The judicial investigation into corruption involving contracts between the Aburrá Valley Metropolitan Area (AMVA) and the Itagüí Fire Department has resumed, following a month-long hiatus in hearings. The case reportedly engages former high-ranking officials and directors, implicated in a scheme designed to misappropriate public funds.

Key Testimonies and Witnesses

During the last hearing, two more individuals expressed intentions to collaborate with justice through the principle of opportunity, a legal mechanism that can grant reduced sentences for offenders who assist in investigations. Laura Mejía, the former head of logistics at AMVA, has already provided critical information, including photographs, audio recordings, and messages, linking major players like Miguel Quintero and Álvaro Villada to the corrupt activities.

Contracts Under Surveillance

The inquiry focuses on six contracts totaling nearly 18,000 million Colombian pesos, with accusations suggesting a misappropriation of 2,481 million pesos from public funds. Alongside former firefighter managers Misael Cadavid and Elkin González, Yaneth Rúa, a contracts supervisor, is also being prosecuted for embezzlement and misuse of contracts.

The judge managing the case permitted González to remain free, while Cadavid and Rúa face detention due to concerns they might tamper with evidence or intimidate witnesses.

Collaboration Efforts and New Investigative Avenues

In March, courts approved a collaboration framework presented by Cadavid, which is expected to strengthen Mejía’s testimony and widen the scope of the investigation, potentially impacting another case linked to similar contract processes in Parque de las Aguas.

Investigators anticipate that Cadavid might reveal information regarding another venture called “franchise,” related to managing contracts with Afinia, a subsidiary of Empresas Públicas de Medellín.

Upcoming Hearings and Legal Developments

A change of prosecutor has occurred in this ongoing case, with Rodolfo Esteban Sánchez being replaced by a colleague from Bogotá, a factor that could influence the direction of the proceedings. The next hearing is anticipated to see the defense team contesting previous imputation procedures, pushing for annulment based on alleged procedural errors.

Further Implications and Accountability

Besides the already accused, notable figures including Ana María Roldán and Diana María Montoya, former deputy directors of the environmental sector within AMVA, also face charges of conflicts of interest. Juan Alberto Cardona, the treasurer of the Itagüí firefighters, has been accused of document forgery—a situation that extends the net of accountability even further.
