This is revealed in a preliminary inspection report from the State Administrator in the Interior. The inspection was launched after 19-year-old Peder Angel Lundquist Langen, who was a student at Nord-Østerdal upper secondary school, took his own life. The parents believe Peder Angel did not receive the follow-up he was entitled to as a student at Nord-Østerdal upper secondary school. The subject of the inspection was whether the county council, through its internal control, ensures that the school and school owner fulfill the duty to report, investigate and implement measures in matters of a safe and good school environment. The state administrator found breaches of regulations in 3 out of 4 investigated areas. – It is clear that it is serious that a student does not experience a safe and good school environment, says welfare director Randi Lilleengen Beitdokken at the State Administrator in the Interior. The state administrator uncovered rule violations in several areas: the county municipality has, through its internal control, not ensured that the duty to report is fulfilled in the event of suspicion or knowledge that a student does not have a safe and good school environment. The systems must be followed for it to work, says Halvor Løkken, communications manager at Innlandet County Municipality. – The report shows that the internal control is not good enough, that we do not have good enough control that the systems are followed. The county council is now working on responding to the preliminary inspection report. They have been given until 6 December to give feedback on the content of the report. After the county council has done so, the State Administrator will conclude whether they meet the regulations or not. If they conclude that there is a breach, the county council will be given a deadline to make the necessary changes.
