For this, some call for the implementation of particularly brutal antisocial measures. In other words, get rid of the welfare state (welfare) to support the war effort (warfare). There is no question of it. It would be a political error and a betrayal of the very principles of the war economy (support the troops and, here, the population). If the transition to a war economy will require many efforts, they cannot be based solely on the weakest of our society. To be acceptable, the effort must be fair and shared. The question of financing
The war economy is thus based on three pillars. The first is production planning. To support their military forces and the morale of the population, states must prioritize priorities and reorganize their economy to meet specific objectives. This implies a massive recourse to public procurement by the State, the signing of long -term contracts with manufacturers and the structuring of certain strategic production chains. It is therefore up to the public power to define and implement, democratically and in consultation with the social partners, an industrial, economic and social strategy coherent, which meets its immediate needs while taking care of its population.
