Parliamentarism: Parliamentarism is a form of governance that gives more power to the politicians and less to the administration. In a parliamentary form of governance, a council, city council or county council is formed, which is responsible for governing. The criticism against parliamentarism has been that the opposition, which is in the minority, lacks insight and participation in such a model. When parliamentarism is introduced in Trondheim, the city council is in the minority. The chairmanship model: In a chairmanship model, the mayor is the foremost political representative, while in the parliamentary model the mayor is to a greater extent a formal meeting leader and internal negotiator. The chairmanship model is the form of governance in the majority of municipalities in Norway. Here the administration has more power. In this model, almost all the parties sit together, unlike in a county council or city council where there is a clearer distinction between those who won the election and those who did not get a majority. The criticism against the chairmanship model is that the politicians have less influence, to the benefit of the bureaucracy in a municipality or county council.
