Here it appears that managing director Stig Slørdal wants Helse Møre og Romsdal to introduce the Health Platform in the spring as planned. Furthermore, it appears that the director fears the financial consequences of a suspension. At the same time, he writes that they take the concerns about patient safety seriously and want dialogue about a package of measures to ensure this and the safety of the employees. “The managing director takes very seriously the fact that the board of Helse Møre og Romsdal recommends postponing the introduction of the Health platform in Helse Møre og Romsdal as the solution is today. This is because of too high a patient safety risk and the insecurity experienced by employees in the health enterprise”, writes the director in the case file. Unanimous decision According to the plan, the health platform was to be introduced at the four hospitals in Møre and Romsdal on 27 April next year. The board of Helse Møre og Romdsal unanimously decided at Thursday’s meeting to postpone the introduction of the record system, and to make a new plan together with the owner Helse Midt-Noreg for when they will use the record system. The reason they want to postpone the introduction is all the errors and shortcomings of the system, which have all been introduced at St. Olavs, and that they themselves will start moving into the new hospital for Nordmøre and Romsdal in March. This in itself will put extra pressure on the employees during the same period as the introduction of the Health Platform was planned. The Norwegian Health Authority has carried out an analysis which shows that the introduction of the Health Platform gives red lights for patient safety and capacity. – The safety of our patients must weigh the most, said managing director Olav Lødemel when he presented the case to the board. The computer system also facilitates interaction between municipalities and hospitals. Eventually, the intention is also to connect the GPs in Central Norway. The project is based on technology from the American company Epic Systems. But extensive work has been carried out to prepare the system for the Norwegian healthcare system. The company Helseplattforma AS was established on 1 March 2019 and is owned by Helse Midt-Noreg and several municipalities. A number of experts, both within information technology, health and public administration, have been critical of the choice of technical solution for the Health Platform throughout large parts of the process. The health platform was introduced in Trondheim municipality in April 2022. As of autumn 2023, the vast majority of residents in the region live in a municipality that has either introduced the health platform or decided that they will introduce the solution. In November 2022, the health platform was introduced at St. Olav’s hospital. The plan was for Helse Møre and Romsdal to follow in April 2024 and Helse Nord-Trøndelag in November 2024. Expensive to postpone The calculation from the health insurance company on how much it will cost to postpone the introduction is as follows: It will cost 600 million for Helse Midt-Noreg to postpone the introduction of the Health platform in Helse Møre and Romsdal for two years and Helse Nord Trøndelag for one year. In addition, there will be operating costs of NOK 90-120 million to pass on the old system. Health Møre and Romdal will also incur additional costs by introducing the old system at the new hospital for Nordmøre and Romsdal of NOK 75 to 150 million.
