Controversy Ensues in Hamtramck City Council
HAMTRAMCK, Mich. (WXYZ) — During a highly charged city council meeting on Tuesday evening, members of the Hamtramck City Council voted to retain two council members, Muhith Mahmood and Abu Musa, who are facing allegations of not residing within the city limits. This decision has sparked significant debate among residents and officials alike.
Investigation by Local Authorities
Hamtramck police have initiated an investigation into potential fraud and perjury linked to the residency claims against the council members. The findings of this investigation have been submitted to the Michigan State Police (MSP) to avoid any conflict of interest in the proceedings. MSP has now escalated the situation to a criminal investigation.
The city council meeting was packed, with attendees overflowing into the hallways. At times, the atmosphere was intense, as both Mahmood and Musa defended their personal and professional integrity. “I’m really struggling to understand: What is the motive for doing this?” Mahmood questioned during the deliberations.
Election Plans and Residency Requirements
Both council members have signaled their intent to run in the upcoming 2025 election, with Mahmood aiming for the open mayoral seat and Musa seeking reelection for a council position. In keeping with election protocols, candidates are vetted to verify their residence within the city—an essential requirement for candidacy.

An external agency, Advantage Investigations, was contracted by the city to scrutinize the candidates thoroughly. The investigation included deploying GPS trackers on vehicles and delving into property records. The results indicated that Mahmood resides in Troy, and Musa is based in Warren—both of which are outside Hamtramck limits. However, both council members adamantly deny these allegations.
Frustrations from Residents
During the meeting, Hamtramck residents expressed their frustrations over the current situation. Andrea Karpinski, a resident, voiced her concerns, asking, “Why is it okay for someone who lives in Warren or another city to make decisions about what’s going on in our community? They aren’t living here and don’t see what’s happening on our streets.”

Council Vote and Reactions
During the same council meeting, members voted unanimously to retain Musa on the council. Mahmood’s retention saw five votes in favor, with council member Muhtasin Sadman abstaining from the vote. Councilman Khalil Refai raised questions about the evidence against the two, stating, “This chamber did not receive any evidence regarding whether these two live outside the city. Where is the proof?”
This debacle comes amid additional scrutiny by Hamtramck City Clerk Rana Faraj, who has reached out to the Michigan Attorney General’s Office to investigate allegations of election fraud during the 2023 Hamtramck City Council election.

Public Demand for Transparency
The residents of Hamtramck have expressed their exasperation with the ongoing drama and have begun demanding increased transparency from their elected officials. Karpinski added, “You know, people are talking about putting us on the map, but at the moment, we’re only on the map for negative reasons. It is disheartening.”
