– It’s a burden, you get incredibly tired from it, says Janne Forsberg Noreng. Of the 220 residents who had to leave their homes in a hurry during the extreme weather “Hans”, dozens are still living out of suitcases. It is unknown when they will be able to move home again. On Thursday, Nesbyen municipality and NVE organized a public meeting for those who are still affected. There they announced that it will take a year of investigation and planning before they know who will be allowed to rebuild and who will not. It all stands and falls on a projected flood embankment, which NVE is working on working out the location of. Disappointing Janne Forsberg Noreng. Photo: Frida Synnøve Høyås / news – I got a few bad punches in the stomach from the time perspective, says Janne Forsberg Noreng. She is one of the house owners who are waiting in uncertainty for a clarification from the municipality. – It is difficult, you are constantly running a deficit and losing energy, Noreng continues. 27 homes are uninhabitable after the flood that inundated Nesbyen in August last year. Many have to rebuild entire floors before they can move back home. A month and a half after the extreme weather, 149 homeowners received advance notice of building and subdivision bans from Nesbyen municipality. 30 of them are still waiting for an answer on whether they will be allowed to rebuild. Have been too ambitious It is the municipal council that decides whether the building and subdivision ban is finally adopted. The processing of the decision has been planned, and then postponed both in November and in December. Now the final decision has been postponed until 2025. Svein Magne Juvhaugen, emergency manager in Nesbyen municipality. Photo: Frida Synnøve Høyås / news – We have probably been a bit ambitious, says Svein Magne Juvhaugen. He is emergency manager in Nesbyen municipality. – We have probably not been aware of how much work there is, and how much has to be considered, he continues. The municipality has had close cooperation with NVE after the extreme weather “Hans”. It is the municipality that has come up with deadlines for when the house owners can expect a clarification in the matter. – We are used to floods, but this is new for us. We may have to realize that NVE, which works with floods all the time, has a lot of knowledge and knows how long it takes, concludes Juvhaugen. NVE, for its part, has been clear that this will take time from the start. Jan Eirik Hønsi, senior engineer at NVE. Photo: Frida Synnøve Høyås / news – We see that we need 2024 before we get so far that we can finally say where the flood embankment will come, says Jan Eirik Hønsi. He is a senior engineer at NVE, and has been involved in the project from the start. – It is extensive work, we are dependent on thorough investigations to land a good solution, he continues. Brutally honest Despite the fact that the news that it will take longer than previously estimated was discouraging for those present, several expressed that they were satisfied with the openness. Nils Gudbrandsplass feels that the situation in Nesbyen is more clarified after the public meeting. Photo: Frida Synnøve Høyås / news – This is the best information meeting the municipality has had. There was more clarification today than there has been before, says Nils Gudbrandsplass. The municipality was clear that they were now brutally honest about the situation. Although the announcement felt like a punch in the stomach for Janne Forsberg Noreng, she too was satisfied with the meeting. – I think this meeting was better than the ones we have had in the past, it is better to get the truth, concludes Noreng.
