At the same time, deficiencies in systems, routines and staffing have contributed to worsening an already demanding situation, says civil ombudsman Hanne Harlem. – Overall, our investigations show that there is a high risk of violation of the right to life and the prohibition against inhumane and degrading treatment or punishment towards the inmates at Bredtveit.
