Perhaps you are a bureaucrat in Oslo who dreams of a life in the countryside? In that case, the Right and the Left want you to be allowed to take your job with you and settle down exactly where you want. But perhaps you fear that you will be lonely without colleagues nearby? According to the two parties, the solution is so-called “Districthuber” – office communities where people can share a workplace without having the same job. The idea was launched by parliamentary representatives Bård Ludvig Thorheim (H) in news and Alfred Bjørlo (V) in VG at about the same time. District Minister Linda Hofstad Helleland took fire, and wanted to change the workplaces of tens of thousands of government employees. Later it also became the adopted policy of the Solberg government. But then came the election in 2021, and a new government came to power. Nothing has happened since then, according to Bård Ludvig Thorheim (H) from Bodø. – District Norway is crying out for labour, but must be able to offer attractive jobs for both in a relationship. It opens up completely new possibilities when tens of thousands of government jobs that previously had an address in the capital can be carried out anywhere. Now we have lost 1.5 years in which no such positions have been announced as far as I can see, says the right-wing politician. It is not a surprise that the largest proportion of employment in the state administration is in Oslo. There it is 26.8 per cent, according to figures from the Directorate for Administration and Financial Management. The lowest percentages of employment in the state can be found in Møre and Romsdal, Agder and Nordland. They all have less than 4 percent left. Thorheim believes that the state management of the country must be able to be carried out all over the country with the technical possibilities we have today. – The time is ripe for the state to make arrangements so that employees who wish to “take their jobs out” and live in rural Norway have the opportunity to do so, says Alfred Bjørlo in Venstre. According to him, many large private companies are already doing this – but the state is lagging behind, thus slowing down the possibilities for more young people with higher education to choose to live in rural Norway. Photo: Børre Albrigtsen – Don’t be left to fend for yourself in a home office Bjørlo also believes that it is important that those who want to “move out with their job” are not left to fend for themselves in a home office, but that they are given the opportunity to have a good working day in a shared working environment with others. – That is why “state district hubs” or new forms of “State Houses in the districts” with flexible workplaces are a very good idea. The left-wing politician believes that the government must speed up the establishment of such district hubs. Thorheim also thinks so. – Personally, I think it will be exciting to link up with hubs where entrepreneurs and other private owners have a working community. Imagine how exciting it would be to work in a place where people work in so many different ways. It can provide fertile ground for even more innovation and new thinking. – Too many places have been central Over time, too many government jobs have been in the most central municipalities, according to Local Government and District Minister Sigbjørn Gjelsvik. In a sense, he agrees with the other two politicians, and believes that the potential for the use of such work in the state as a whole is great. – It is a clear political goal for the Sp-Ap government to achieve more decentralization of government workplaces and strengthen the local professional environment. By advertising positions with the possibility of working elsewhere than Oslo, it can be easier for businesses to recruit in-demand expertise, according to Gjelsvik. At the same time, many more around the country gain access to skills workplaces in the state. He also says that the government has asked state-owned enterprises to assess what concrete possibilities they have for more employees to work from office spaces in the districts. – Decentralized work should be combined with employees being given the opportunity to sit in an office community, so that they can have a social and professional community. The businesses must report on this in the annual report for 2023, and then we will get a better overview of how widespread this is.
