The requirement is one of several conditions for continued funding for the organisation, which this year has had its support of one million kroner frozen in support from Oslo municipality. If the requirement is not complied with, Bodelsmødre will lose further support. The reason why the support has been frozen is that Oslo municipality has demanded that the notification cases against the organization must be clarified first. The organization targets the immigrant population and annually received around NOK three million from Oslo municipality, in addition to NOK one million in support from the state. In a letter to Bydelsmødre Norge, Oslo municipality writes that “the organization is ordered to stop the practice of bonus payments”. There are also a number of other requirements if the support of NOK one million is to be paid out (see fact box). Requirements for Bodelsmødre Norway for the 1st term 2023 All employees have signed employment contracts The organization has provided documentation showing that the orders from the Norwegian Labor Inspection Authority have been closed The work on changing the composition of the board has been completed within the deadline The organization has designed routines for financial management, approval of purchases and payments as well as accounting control The organization has drawn up routines for determining salaries The organization has documented that Bydelsfedre Norge and Stolte Jenter have separated from Bydelsmødre Norge from 01.01.2023, and are no longer run as projects subject to and administered by the organization – Has shown bad judgment The background for the warning letter is a report which has been prepared by the Welfare Agency in Oslo municipality. Work on the report has been going on for several months following several reports of poor working conditions and conflicts. In the report, which news has been given partial access to, the Welfare Agency writes that “District Mothers Norway has shown very poor judgment in the management of public funds.” In the autumn of 2022, the Norwegian Welfare Agency has investigated the notifications that have come against the organisation. They write that obtaining the documentation has been time-consuming. – Documentation received has also partly been unclear and created a need for further collection or clarification through questions, writes the Welfare Agency in the report dated 24 January 2023. The Welfare Agency also emphasizes that it is unfortunate that the employer does not have an overview of, and can document, actual working hours are employed. news is aware that the part of the report dealing with bonus payments has been slandered. news is also not aware of how large the bonus payments are, or how many people have received bonuses. Does not want to say who has received bonuses Leader of the organisation, Nasreen Begum, does not want to say who has received bonus payments. In an e-mail to news, she writes that since September 2022, City Mothers Norway has worked purposefully to rectify the conditions mentioned in the report from the Welfare Agency. – We of course adhere to the conditions set by the Welfare Agency for the payment of grants for 2023. We fully understand that strict conditions must be set for the use of public funds. In addition to the Welfare Agency’s investigation of the organisation, the Norwegian Labor Inspection Authority has been connected to the case, and was on inspection at Bydelsmødre on 3 June last year. The topics were employment agreements, registration of working hours and overtime, safety representatives and cooperation on the working environment, management and systematic HSE work. After the inspection, the Norwegian Labor Inspection Authority made several orders to clean up. Begum writes to news that Bodelsmødre has subsequently carried out extensive work in close collaboration with the health and safety representative related to HSE as a result of the orders from the Norwegian Labor Inspection Authority. – We have now submitted all documentation by the deadline. We are now awaiting the Labor Inspectorate’s conclusion. It has been a demanding and educational time for the organisation, and we look forward to focusing on the work done by all volunteer district mothers, she writes. In August last year, news was able to tell that several of the employees were in conflict with manager and initiator Nasreen Begum. Employees in the organization also reacted to Begum employing her own daughter as assistant manager. Bodelsmødre Norway received a place in the state budget in 2021, and has received NOK one million in annual support through the scheme “Grants for national resource environments in the field of integration”. This support was also frozen last autumn, as a result of the notification cases. The organization has established voluntary groups in eight Oslo districts and six municipalities since its inception in 2016 and received support of NOK one million in the state budget in 2021. The aim is to create “visible and safe bridge builders between the public and local communities” among women, primarily with ethnic minority background.
