The Buenos Aires Legislature is gearing up for a crucial session where negotiations over the 2026 Budget are expected to dominate. Scheduled for today at 9:30 AM, this meeting hinges on whether the PRO party and La Libertad Avanza (LLA) can set aside their differences. The previous day’s discussions nearly unraveled multiple times due to demands from libertarian factions who are advocating for deeper tax cuts than those proposed by the current head of Government, Jorge Macri.

Ongoing Negotiations Amidst Tensions

As the ruling party races against time, securing votes for the “law of laws” is critical. In-house negotiations are reportedly mixing various legislative issues, from budgetary concerns to leadership roles and committee presidencies. A prominent PRO leader commented on the complexity of these discussions, highlighting the multitude of simultaneous negotiations.

Libertarian Demands and Legislative Agenda

Libertarians are pushing for significant reductions in Gross Revenues and Stamp taxes, arguing that a repeal of certain taxes—like those affecting the financial system—would benefit the populace by lowering loan interest rates rather than benefiting banks. Their agenda also calls for the inclusion of pending issues such as the Local Base Law.

Local Penitentiary Service Discussions

The negotiations are also delving into how the local Penitentiary Service will be managed post-December 10. There’s a debate on whether this service should be under the Ministry of Security or the Ministry of Justice. Proposals for enhancing the prison licensing system are also on the table, illustrating the complexities involved in managing legislative priorities.

Opposition Voices

Union for the Homeland, the rising minority bloc, has expressed its opposition to the current budget proposals. Claudia Neira, the bloc’s president, stressed that their proposed fiscal measures have not been adequately considered, such as including exemptions for all monotributistas and extending benefits to specific industries like hospitality and community clubs.

Neira criticized the government for focusing on negotiations with LLA while sidelining direct dialogue with her bloc, impeding the chance for consensus on tax-related reforms.

Tax Reform Highlights

The government’s proposal includes notable tax exemptions, such as complete relief from Gross Income taxation for non-professional workers in the lowest categories. This is intended to alleviate financial burdens for 142,235 taxpayers in various sectors, from small service providers to contractors.

The 2026 Budget outlines expected total revenue of $17.347 trillion against anticipated expenses of $17.341 trillion, promising a marginal surplus. However, macroeconomic forecasts suggest a cautious growth scenario, projecting a 5% increase in economic activity alongside expected inflation at 10.1%.

Future Legislative Focus

Apart from the Budget, today’s session will also include discussions on tax code reforms, the Tax and Tariff Law, and the establishment of the Local Penitentiary Service, which has garnered preliminary approval. With support from the UCR, the Civic Coalition, and other political factions associated with former Mayor Horacio Rodríguez Larreta, the government aims to navigate these complex discussions effectively.
