The Resumption of Parcel Services
The Government of Mexico announced the resumption of parcel shipments to the USA on March 25, following a suspension period of over six months. This decision comes after collaborative discussions between the Ministry of Foreign Affairs and Mexico Post Office.
New Shipping Regulations
Under the new scheme, each shipment will be capped at a maximum value of 800 dollars and a weight limit of 20 kilograms. The costs associated with these shipments, however, will remain unchanged.
Moreover, the updated regulations mandate a detailed content declaration and the specification of the country of origin for the transported goods. For shipments to the USA, a 10% tax on the declared package value will be enforced. Notably, shipments will progress directly from Mexico to the United States without transiting through third countries.
Impact of New U.S. Tax Regulations
Starting on August 29, 2025, the USA will apply taxes on all international packages, regardless of their value, as per the Executive Order 14324. This legislation eliminates the de minimis exemption for shipments valued under 800 USD, prompting a temporary suspension of postal services in 2025, which has now resumed.
International Response
In light of these developments, authorities in Mexico noted that countries such as Germany, Australia, Canada, Japan, and New Zealand have implemented similar restrictions.
Enhanced Delivery Times with New Collaborations
The resumption of parcel services also involves a significant enhancement in delivery performance. A new partnership between Correos de México and Mexicana de Aviación is expected to decrease delivery times by up to 50% for key destinations.
Effective from March, parcels and correspondence to crucial locations like Los Cabos, Guadalajara, Monterrey, and Merida will now arrive within 24 hours, a significant improvement from the previous three-day timeline. This strategy aims to modernize the postal logistics infrastructure while addressing the demands of users and businesses in rapidly developing regions.
Operational Details
The new delivery model is supported by a dedicated daily flight exclusively for cargo, ensuring immediate dispatch of shipments. The pilot program initially tested routes from the State of Mexico to San José del Cabo with plans to expand operations further across the country by the end of March.
