CAR’s Authorization for Environmental License Modification

The Regional Autonomous Corporation of Cundinamarca (CAR) has officially authorized modifications to the Environmental License for the 5G project known as the Longitudinal Avenue of the West – southern section (ALO Sur). This crucial development paves the way for improvements in the transportation infrastructure that are fundamental for Bogotá’s mobility and its connection with the southwestern regions of Colombia.

Details of the Project Area

The newly authorized section spans approximately 9.5 kilometers, extending from the northern abutment of the bridge over the Bogotá River to the junction with Calle 13. This section falls under what is referred to as the District section of the project.

With the CAR’s approval, plans to construct a dual carriageway axis, maintain the existing road, and execute Functional Units UF2, UF3, and UF4 can now be put into action.

Impact on Road Infrastructure and Mobility

The interventions outlined in the project include the construction of new roads, bridges, drainage systems, and pedestrian and cycling pathways. These elements are essential for enhancing mobility, ensuring road safety, and boosting regional connectivity.

The decision is backed by the approval of an additional Environmental Impact Study (EIA), which underwent a thorough evaluation by the environmental authority.

Environmental Management and Sustainability

The CAR’s evaluation led to the endorsement of environmental zoning, an Environmental Management Plan (EMP), and various monitoring programs to evaluate the project’s environmental impacts and resource utilization. This process assures that construction adheres to sustainability criteria, minimizing ecological footprints while complying with local regulations.

Contractual Obligations and Administrative Processes

Obtaining the environmental license is a mandatory contractual obligation for the concessionaire. It is one of the prerequisites needed to commence the actual construction phase of the ALO Sur project. Following the CAR’s administrative act and once the requirements from the National Environmental License Authority (ANLA) are fulfilled, the project will progress into its construction stage under the Public-Private Partnership (PPP) framework.

Future Implications of the ALO Sur Project

The 5G ALO Sur Project is expansive, encompassing a total of 24.5 kilometers of roadway from Chusacá (Soacha) to Calle 13 in Fontibón. It also entails the construction of 45 bridges and two grade-separated intersections, marking it as a significant infrastructure project for the region.

This road corridor is envisioned as a major ingress and egress route for Bogotá, aiming to alleviate congestion on the Southern Highway and enhancing connectivity with the country’s southwest. The project’s scope impacts not only Bogotá but also the neighboring municipalities of Cundinamarca, thereby strengthening regional integration and infrastructure efficiency.
