The board of the care center has sent a complaint about Festningen AS to the climate and environment unit in Trondheim municipality. The background is repeated and persistent violations of noise requirements during the festival in August. – Widespread unrest The board believes that patients with dementia must have been subjected to “health-related stress”. – The concert noise was so loud on both days that it caused extensive restlessness, anxiety, confusion and sleep disturbances in the patients. This is what chairman Torsten Hanssen says to news. Chairman of the Bakklandet congregation’s care center, Torsten Hanssen, tells about violations of the noise requirements and refers to noise measurements carried out for the Fortress. The building must have vibrated, and some objects in the patient room must have shaken. The general manager of Festningen AS, Hermann Ørn Vidarsson, tells news that he is aware that a complaint has been submitted. But he has not seen it, and will therefore not comment on its content. – But we are surprised that there has been a complaint when we have been in constant contact over time, he says. The fortress describes itself as central Norway’s largest music festival, and is located at Kristiansten fortress in Trondheim. Photo: Roger Myren / news – Unworthy conditions The care center is owned and operated by Bakklandet Menighet. A large proportion of the patients who live here suffer from dementia. – The cognitive impairment makes these patients particularly vulnerable to noise exposure. They do not have the same prerequisites as healthy people to understand the noise, the complaint states. Nor can they prepare in advance how they can cope with the noise, the care center points out. – In sum, our patients have been exposed to a totally unacceptable situation which creates undignified conditions for each individual who is affected. Pointing to the police They also demand that permitted noise levels be lowered, that fireworks be banned and that the limit on the number of people in the audience be reduced. – We take this seriously and do not want it to happen again, says chairman Hanssen. He himself describes the letter to the municipality as a report. – We will treat the inquiry from Bakklandet parish care center as a noise complaint. If they want to report a relationship, the right authority is the police. Anette Fenstad, acting head of climate and environment in Trondheim municipality, writes to news. – What consequences can this have? – Our follow-up depends on what emerges in the proceedings. We follow the Public Administration Act in our case management. Published 30.10.2024, at 08.11
