They thus became the first forcibly merged municipality that was allowed to separate. In 2017, it was decided that Haram would be forcibly merged with Ålesund, and from January 2020 they became part of the new large municipality of Sunnmøre. Since then, many in the old municipality have struggled to get out. Afraid of the cost of municipal division After the decision on municipal division was made, the politicians in Ålesund have been worried that they will be left with black money if not all the costs of separating Haram are covered by the state. The municipality has financial problems, and is in danger of ending up on the Robeklista. Ålesund municipality believes it will cost as much as NOK 237 million to cover the costs of separating Haram. It is more than the entire amount set aside in the state budget for county and municipal divisions. Must create two new municipalities When, or if, Ålesund is split up, two completely new municipalities must be created: new Ålesund municipality and new Haram municipality. To reduce the bill, Ålesund proposed that the current municipality could be retained as a legal entity. VG wrote that it would mean that one “only” needed to separate out matters that were to be Haram, while everything else could be included in the new and smaller Ålesund municipality.
