The penalty of NOK 12,000 will therefore stand. Mienna thought he was only joking with the two inspectors, but was convicted in both the district court and the court of appeal. The Haill case has received a lot of attention. The comments were made while the women were on inspection at the quay in Breivikbotn on Sørøya in March last year. The most serious comment was this: “Perhaps you should jump on board, so they can get a little better catch, they have complained that they get so few fish.” Mienna has admitted that he referred to the myth of haill: That whoever has recently had sex also has good luck in fishing. The previous convictions assume that he actually asked the inspectors to have sex with the fishermen. The Supreme Court agrees with Director of Fisheries Frank Bakke-Jensen that it is important to secure the everyday working life of the inspectors, and crack down on humiliating behavior that is apt to undermine the authority they depend on.
