The health platform has been introduced at St. Olavs, and is also planned to be introduced in Helse Møre og Romsdal and Nord-Trøndelag, but many serious errors in the system have led to great skepticism about using it. The board of Helse Møre og Romsdal will decide on Thursday whether to postpone the introduction due to considerations for patient safety and sound operations. Helse Midt-Noreg published on Wednesday some of the documents that will be sent out to the board meeting of the health authority next week. There it emerges that a deployment could cost NOK 600 million, and that money is not in the project. Having to get money from outside Helse Midt then expects a possible postponement for Helse Møre and Romsdal by two years and Helse Midt-Noreg by one year. “If the project is extended from February 2025 to September 2026, with an estimated “burn rate” of NOK 30 million per month, an additional project cost of around NOK 600 million would be possible. Any consequences related to the agreements with Epic and municipalities are not included in the estimate, they write in the case file. They also point out that the cost was previously covered within the scope of the project, but that this money has now been used up, and that they therefore have to get money from other places in the hospital operation if they are to finance more postponements now. The health platform The health platform is a record system that is planned to be used by the entire public healthcare system in central Norway. The computer system also facilitates interaction between municipalities and hospitals. Eventually, the intention is also to connect the GPs in Central Norway. The project is based on technology from the American company Epic Systems. But extensive work has been carried out to prepare the system for the Norwegian healthcare system. The company Helseplattforma AS was established on 1 March 2019 and is owned by Helse Midt-Noreg and several municipalities. A number of experts, both within information technology, health and public administration, have been critical of the choice of technical solution for the Health Platform throughout large parts of the process. The health platform was introduced in Trondheim municipality in April 2022. As of autumn 2023, the vast majority of residents in the region live in a municipality that has either introduced the health platform or decided that they will introduce the solution. In November 2022, the health platform was introduced at St. Olav’s hospital. The plan was for Helse Møre og Romsdal to follow in April 2024 and Helse Nord-Trøndelag in November 2024. I am glad that we have a management that has taken these concerns seriously, she said when the recommendation to the director was ready. It is the board of Helse Midt-Noreg that finally decides whether the introduction will be postponed, at its board meeting on 12 and 13 December.
