However, it was long uncertain whether it would get a majority in the popularly elected National Assembly, where President Emmanuel Macron’s government is in the minority. Thus, the government is using a procedure allowed by Article 49.3 of the French constitution, which allows the government to bypass the National Assembly to pass a law, according to a number of French and international media.
