As long as there is no breach of the main tariff agreement, the municipalities are free to dispose of the money they saved during the historically long strike. Several municipal politicians have wanted to give the half a billion back to the teachers, and the Education Association has expressed joy at these developments: – It is very good that municipal politicians show that they actually care that there are people with teacher training who work in schools and kindergartens, says Aina Skjefstad Andersen, chief negotiator at the Education Association. She thinks it shows that they take their role as an employer seriously. The use of the saved teachers’ millions has led to confusion in several municipalities, but both KS and Utdanningsforbundet emphasize that it is entirely possible to give local supplements, in line with the main tariff agreement. The education association’s understanding of it is correct, says Hege Mygland, director of KS’s negotiation department: – It is established that the agreement does not provide an opportunity to change the effective date of centrally determined supplements, but it contains statutes on local negotiations.
