JNE Advances in Vote Count for Peru’s Second Round
The National Election Jury (JNE) has officially embarked on the vote counting process for the second electoral round in Peru, with a significant focus on Lima, the region with the highest concentration of observed minutes. This crucial tallying began this Thursday and will proceed over the coming days, involving various special electoral juries.
Current Status of the Vote Count
As reported by the National Office of Electoral Processes (ONPE), a total of 1,618 minutes have been dispatched to the JNE for thorough examination. Up until Wednesday night, the JNE had successfully received 1,479 minutes and resolved 901 cases, sending 115 of these cases for a recount. Jorge Valdivia, the spokesperson for the JNE, highlighted that this progress reflects over 50% of the pending total. However, he cautioned that the process demands time due to the intricate legal and administrative procedures involved.
“We’re making progress, but we still need to send these resolutions to the electoral offices to ensure they are formalized before they can be counted,” explained Valdivia.
Resolving Observed Records
The resolution of observed records necessitates a thorough review of arithmetic errors or inconsistencies in the data submitted by polling stations. For instance, discrepancies between the number of registered voters and the total votes cast will be categorized as null votes.
“In cases with arithmetic errors, the difference between voters and votes cast is classified as null votes, allowing us to resolve the case,” Valdivia noted.
Each resolution must become final before being submitted to the ONPE for accounting. Should appeals occur, they must be filed within a three-day timeframe, accompanied by a payment of approximately 1,375 soles, which requires certification by a qualified attorney. The JNE plenary session holds the authority to make final decisions.
Live Broadcasts of the Process
To ensure transparency and public engagement, the JNE announced that all vote counting hearings will be broadcast live via YouTube channels belonging to respective special electoral juries and on the JNE’s official portal.
According to Valdivia, “All hearings will be viewable on the respective YouTube channels and our official electoral portal,” allowing citizens to follow the progression of this pivotal process in real time.
Anticipated Timeline for Official Results
Despite a small percentage remaining to be counted, the JNE projects that the official results for the second round, as well as for elections to Congress, the Andean Parliament, and other bodies, could be released by mid-July. This timeline hinges on the conclusion of appeal deadlines and the resolution of all observed minutes, alongside requests from the legal representatives of political entities.
